19TH BIENNIAL CIGAR CONFERENCE

We would like to draw your attention to the 19th Biennial CIGAR Conference that will take place on June 29-30 2023 in Tokyo, Japan. The theme of the 19th biennial CIGAR conference is ‘‘Public Accountability and Democracy in Times of Crisis: An Interdisciplinary Dialogue’.

The conference will take place in onsite and online hybrid format. The venue is the International Conference Center at Waseda University located in the center of Tokyo, and online participation is also set for the participants who cannot be at the venue. As usual, there will be the PhD symposium, on June 28, followed by a welcome reception at Waseda University.

Extended abstracts (2 A4 pages) or full papers should be submitted to www.cigar2023tokyo.jp by 15 February 2023.

Following Academic Committee double-blind review, authors will be notified by the end of February 2023.

Full papers shall be submitted by the end of April 2023.

Special Issue “Earnings management in public sector, hybrid and non-profit organisations” in the Journal of Public Budgeting, Accounting and Financial Management

We would like to draw your attention to the call for papers for a special issue (SI) under the theme “Earnings management in public sector, hybrid and non-profit organisations” in the Journal of Public Budgeting, Accounting and Financial Management. The Guest editors of the SI are Pierre Donatella, Marco Bisogno, Sandra Cohen and Odd J. Stalebrink.

The aim of this SI is to shed further light on Earnings Management (EM) motivations and EM’s impact on decision-making and transparency. The guest editors encourage submission of papers that employ a comparative research approach and that consider the role of different administrative traditions, accounting systems, auditing and oversight systems, political and election systems, and other potential factors that may either stimulate or hinder the use of EM practices among politicians and managers. They also encourage new and novel approaches in terms of theory and method, to advance empirical research further. The special issue welcomes research that adds knowledge and deepens the understanding of EM in different types of organisations (public-sector, hybrid and no-profit organisations) and from different perspectives, capturing both macro- and micro-level studies.

The deadline for submissions to the special issue is May 31, 2023. Accepted papers will be published in a special issue in 2024.

We would like to draw your attention to the Virtual workshop related to the Special Issue in Financial Accountability and Management entitled "Public financial management for Sustainable Development Goals: Challenges, experiences and perspectives" that will take place on the 9th of February 2023. The Guest editors of the SI are  Francesca Manes Rossi, Isabel Brusca, Sandra Cohen, Eugenio Caperchione, Anna Thomasson.

Important dates

Research proposals and abstracts by all those interested in the theme are expected by 10th December 2022.

Authors of selected research will be notified by 22 December 2022 and invited to submit their revised proposal/research designs for the workshop participation by 15 January 2023.

Please consider that participation in the event is not a prerequisite for the submission to the special issue and we would be pleased to host at the event also research proposals not necessarily intended to be submitted to the special issue.

On-line seminar: "The future of standard-setting and reporting in the public sector"

We would like to draw your attention to the on-line seminar discussing the "The future of standard-setting and reporting in the public sector" scheduled for the 5th of October 2022, at 13.00-15.00 CET, as part of the online seminar series of the European Accounting Association (EAA).

The online seminar will host a round table which will bring together reputable scholars and practitioners with more than one hats:

Ian Carruthers, Carolyn Cordery, Susana Jorge, Francesca Manes Rossi, Nils Soguel and John Verrinder will critically discuss the scope of financial and non-financial standards and their expected evolution for the public sector as well as their proposals regarding the governance of the standards with a special focus on the role of academics in this process. Organizers and moderators of the event: Isabel Brusca, Mariafrancesca Sicilia, Sandra Cohen and Ileana Steccolini.
